EU Proposes to Restrict Aniline in Certain Toys

The EU is proposing to restrict aniline in specific toy materials under Appendix C to the Toy Safety Directive. The restrictions are proposed to become effective in Q3, 2022.

On September 8, 2020, the World Trade Organization (WTO) circulated a notification announcing a proposal from the European Union (EU) to restrict aniline in specific toy materials under Appendix C to Annex II of Directive 2009/48/EC, the Toy Safety Directive (TSD, consolidated version to November 2019 for reference). The draft Directive, attached to WTO document number 20-6063, would expand the number of substances in Appendix C to the TSD from 11 to 12.

Per the WTO document, the changes would be:

  • Adopted in Q1 of 2021
  • Entered into force in Q3 of 2022 (18 months after publication in the Official Journal)
  • Effective one day after the date of entry into force, potentially Q3 of 2022
